We’re pleased to announce that David O’Neill has joined the Federal Government Contracts Practice Group as an associate in our Washington, DC office.

David comes to us from the U.S. Army Corps of Engineers (USACE) Office of the Chief Counsel, where he was part of the Military Honors Program.

David served as the primary legal adviser for USACE’s Foreign Military Sales portfolio and advised the agency on fiscal law questions, analyzing appropriations and funding cycles. He also gained significant litigation experience while on active duty, including collaborating with U.S. Department of Justice attorneys on substantial construction litigation before the U.S. Court of Federal Claims and litigating multiple construction-related appeals before the Armed Services Board of Contract Appeals. In addition, David responded regularly to bid protests before the General Accountability Office (GAO), where he successfully defended USACE procurements and advised on necessary corrective action.

Drawing on his military experience, David advises federal contractors on the business cycle of federal government contracts, regulatory and compliance issues, and helps clients resolve disputes with the federal government. He also maintains an active Secret security clearance. We’re excited to welcome David to our accomplished Federal Government Contracts team.
