Joseph J. He appears regularly before the Court of Federal Claims, the Boards of Contract Appeals, the U.S. Government Accountability Office, and the Small Business Administration’s Office of Hearings and Appeals.
Karen D. Powell has over 25 years of experience in advising on public contracts and is valued for utilizing alternative dispute resolution to conserve client time and resources. She has practiced before all federal agencies, the General Accounting Office, and the Boards of Contract Appeals on federal procurement matters ranging from ship overhauls to medical research projects to computer leases. She has deep experience in drafting and negotiating agreements in the international development, healthcare and high-tech sectors. In addition, Ms. Powell practices in the area of international trade handling export licensing, domestic preferences, and customs matters.
